Move a numbered input to a different location on this block.

Signature:

moveNumberedInputBefore(inputIndex: number, refIndex: number): void;

Parameter	Type	Description
inputIndex	number	Index of the input to move.
refIndex	number	Index of input that should be after the moved input.
