Scrollbar.setHandlePosition() method

Set the offset of the scrollbar's handle from the scrollbar's position, and change the SVG attribute accordingly.

Signature:

setHandlePosition(newPosition: number): void;

newPosition	number	The new scrollbar handle offset in CSS pixels.
