`PHONE_VERIFICATION_STATE_UNSPECIFIED`	Default value. This value is unused.
`PHONE_VERIFICATION_STATE_VERIFIED`	The phone is verified.
`PHONE_VERIFICATION_STATE_UNVERIFIED`	The phone is unverified.
