Args
recommended_channels	List of uncalibrated channel names with score below threshold.
driver_issues_by_channel	Mapping of uncalibrated channel names to their flagged driver issue names.
location	One of constants.CALIBRATION_TEXT_METRICS_CHECK, constants.CALIBRATION_TEXT_CALIBRATION_SUMMARY, or constants.CALIBRATION_TEXT_CHANNEL_RECOMMENDATION.
calibration_score	Overall calibration score (used for metrics_check).

Returns
The formatted recommendation string for the user.
