イベントの変更や有効期限

アラートが変更された場合は、前のアラートを参照する新しいアラートを発行します。既存のアラートを変更したり、フィードから削除したりしないでください。十分な日数（24 ～ 48 時間など）が経過したら、キャンセル、更新、期限切れのアラートをフィードから削除します。

イベントの変更や有効期限は次のように処理します。

UPDATE または CANCEL <msgType> には、少なくとも 1 つの <references> 要素を含める必要があります。
イベントをキャンセルする方法は、以下の 3 通りです。以下の優先値でご注文ください。
1. 各イベントに <expires> dateTime 値を設定します。メッセージの説明で、このアラートの終了を単独で表示するように設定します。
2. 今後 <msgType> の UPDATE、<responseType> "All Clear"、<expires> を含む新しい <alert> メッセージを発行する。
3. <msgType> CANCEL を使用して新しい <alert> メッセージを発行します。<references> 要素で、元のアラートを参照してキャンセルします。
