Global İdari Birim Katmanları (GAUL), dünyadaki tüm ülkeler için idari birimlerle ilgili mevcut en iyi bilgileri derleyip dağıtarak idari birimleri temsil eden mekansal veri kümesinin standartlaştırılmasına katkıda bulunur. GAUL, ülke, birinci (ör. departmanlar) ve ikinci idari düzeylerde (ör. ilçeler) her zaman birleşik bir kodlama sistemine sahip küresel katmanlar tutar. Verilerin mevcut olduğu yerlerde, ülke bazında üçüncü, dördüncü ve daha alt seviyelere kadar katmanlar sağlar. Genel metodoloji şu adımlardan oluşur: a) En güvenilir kaynaklardan elde edilebilen en iyi verileri toplama, b) Coğrafi özelliklerin doğrulama dönemlerini belirleme (mümkün olduğunda), c) Birleşmiş Milletler Kartografya Birimi (UNCS) tarafından sağlanan son ülke sınırları haritasına göre seçilen verileri küresel katmana ekleme, d) GAUL Kodlama Sistemi'ni kullanarak kod oluşturma ve e) Verileri kullanıcılara dağıtma (GAUL Dağıtım Setinin Teknik Yönleri bölümüne bakın).

The GAUL always maintains global\nlayers with a unified coding system at country, first (e.g. departments),\nand second administrative levels (e.g. districts). Where data is available,\nit provides layers on a country by country basis down to third, fourth, and\nlowers levels.
