Global Administrative Unit Layers (GAUL) mengompilasi dan menyebarkan informasi terbaik yang tersedia tentang unit administratif untuk semua negara di dunia, sehingga memberikan kontribusi pada standardisasi set data spasial yang merepresentasikan unit administratif. GAUL selalu mempertahankan lapisan global dengan sistem pengodean terpadu di tingkat negara, tingkat administratif pertama (misalnya, departemen), dan tingkat administratif kedua (misalnya, distrik). Jika data tersedia, data tersebut menyediakan lapisan berdasarkan negara hingga tingkat ketiga, keempat, dan yang lebih rendah. Metodologi keseluruhan terdiri dari a) mengumpulkan data terbaik yang tersedia dari sumber yang paling tepercaya, b) menetapkan periode validasi fitur geografis (jika memungkinkan), c) menambahkan data yang dipilih ke lapisan global berdasarkan peta batas negara terakhir yang disediakan oleh UN Cartographic Unit (UNCS), d) membuat kode menggunakan Sistem Pengodean GAUL, dan e) mendistribusikan data kepada pengguna (lihat Aspek Teknis Kumpulan Distribusi GAUL).
