לשכת מפקד האוכלוסין מגדירה אזורי ZCTA על ידי הקצאת כל בלוק של מפקד האוכלוסין שמכיל כתובות לאזור ZCTA יחיד, בדרך כלל לאזור ZCTA שמשקף את המיקוד שמופיע הכי הרבה פעמים בכתובות בתוך הבלוק הזה. בלוקים שלא מכילים כתובות אבל מוקפים לחלוטין באזור מיקוד אחד (מובלעות) משויכים לאזור המיקוד המקיף. בלוקים שמוקפים בכמה אזורי מיקוד יתווספו לאזור מיקוד אחד על סמך הגבול המשותף הארוך ביותר.
לשכת מפקד האוכלוסין מזהה אזורים סטטיסטיים של מיקודים בני 5 ספרות באמצעות קוד מספרי בן 5 תווים שמייצג את המיקוד של USPS שמופיע בתדירות הכי גבוהה באותו אזור סטטיסטי של מיקוד. הקוד הזה עשוי להכיל אפסים מובילים.
משתמשי נתונים לא צריכים להשתמש ב-ZCTA כדי לזהות את המיקוד הרשמי של USPS למשלוח דואר. שירות הדואר של ארה"ב (USPS) מבצע שינויים תקופתיים במיקודים כדי לשפר את יעילות משלוח הדואר. יכול להיות שמיקודים שמכסים בעיקר כתובות לא למגורים או כתובות של תאי דואר לא יכללו ב-ZCTA, כי תהליך התיחום מתבסס בעיקר על כתובות למגורים, ולכן יש הטיה לטובת מיקודים שמשמשים למשלוח דואר בסגנון עירוני.
