Các lớp đơn vị hành chính toàn cầu (GAUL) tổng hợp và phổ biến thông tin tốt nhất hiện có về các đơn vị hành chính cho tất cả các quốc gia trên thế giới, góp phần vào việc chuẩn hoá tập dữ liệu không gian đại diện cho các đơn vị hành chính. GAUL luôn duy trì các lớp toàn cầu bằng một hệ thống mã hoá thống nhất ở cấp quốc gia, cấp hành chính thứ nhất (ví dụ: các bộ) và cấp hành chính thứ hai (ví dụ: các quận). Khi có dữ liệu, dữ liệu này sẽ cung cấp các lớp theo từng quốc gia cho đến cấp thứ ba, thứ tư và cấp thấp hơn. Phương pháp tổng thể bao gồm: a) thu thập dữ liệu tốt nhất có thể từ các nguồn đáng tin cậy nhất, b) thiết lập các khoảng thời gian xác thực cho các đối tượng địa lý (nếu có thể), c) thêm dữ liệu đã chọn vào lớp toàn cầu dựa trên bản đồ ranh giới quốc gia mới nhất do Đơn vị Bản đồ của Liên Hợp Quốc (UNCS) cung cấp, d) tạo mã bằng Hệ thống mã hoá GAUL và e) phân phối dữ liệu cho người dùng (xem Các khía cạnh kỹ thuật của bộ phân phối GAUL).
