4.2 Ads Campaign Creation

Introduction


Once you have successfully finished the previous steps, you can enable your merchants to create Performance Max Retail campaigns and use machine learning to make the smartest decision for serving each ad.

To understand what advertisers have to do manually in the Google Ads UI to create a Performance Max campaign, see Create a Performance Max campaign. This section describes how you can use the Google Ads API to enable your advertisers to create Performance Max campaigns serving Shopping Ads.

Only basic campaign functionalities that deliver the most value to your merchants while minimizing implementation complexity are covered in this section. For each campaign, we recommend that provide the following three customization options to your merchants:

  • Campaign name: How the campaign is displayed in reporting.

  • Budget: How much the campaign should spend on average.

  • Geo-targeting: Where the campaign should serve ads.

Additionally, in the backend you need to specify a few more parameters, listed below.

Bid strategy

The automated bid strategy defines what the campaign maximizes for when setting bids. For Performance Max, two bid strategies are available:

  • Maximize conversions: the campaign tries to maximize the number of conversions achieved (for example, number of purchases) for the given budget.

  • Maximize conversion value (recommended): the campaign tries to maximize the total monetary value of conversions (for example, dollars spent on purchases) for the given budget, as you defined it as part of the conversion tracking setup.

To simplify the technical complexity and the experience for merchants, we recommend that you select the "Maximize conversion value" on behalf of your merchants, without target ROAS. This is consistent with what is available through the redirect option.

Asset groups and listing groups

Asset groups are where the creative elements from the campaign are stored, such as products, images, videos. In the foundational pillar, only products from Merchant Center are covered. Therefore, you only need a single asset group per campaign, which you can create in the backend on behalf of the merchant.

Listing groups allows merchants to subdivide products in a campaign into groups (for example, to only advertise specific products). This is an advanced feature not recommended in the foundational pillar, but every campaign must have at least one listing group. Therefore, you only need a single listing group per campaign, which you can create in the backend on behalf of the merchant.

UX Guidance


The first part of this section discusses the scenario of creating the first campaign as part of the Google Ads onboarding flow. The second part describes how additional campaigns may be created. This is particularly relevant if you allow merchants to geo-target their campaigns.

Campaign creation during Google Ads onboarding

After connecting the Google Ads account, the user is prompted to set up a Performance Max campaign:

  • The campaign name can be pre-populated with a meaningful name, for example, Performance Max campaign for your storebuilder name.

  • We also recommend including a preview of what an ad might look like and a brief explanation of how Performance Max campaigns work. The Google Ads API doesn't offer a way to generate an ad preview, so you would have to implement one yourself. There is no need to make it pixel perfect, as the design of the ad type might change.

  • If the merchant is eligible for a coupon, it should be mentioned in the prompt.

  • Be sure to also provide a link to the Shopping Ads policies at this point of the flow.

  • Optionally, you can allow the merchant to geo-target the campaign.

Two scenarios are possible when the merchant arrives at the campaign setup step:

  1. Billing is not set up. This is always the case when a new Google Ads account has been created as part of this flow.

  2. Billing is already set up for the connected Google Ad account (for example, the merchant reused a Google Ads account which they had already used to run other types of campaigns).

Broken billing scenarios should have already been caught at the Google Ads account linking step. The only difference between scenario 1 and 2 is the behavior and call-to-action (CTA) of the primary action:

  • For Scenario 1, the CTA should be called 'set up billing' and open the billing pop-up. Once the billing has been provided and the pop-up is closed proceed to the 'review and finish setup' step.

  • For scenario 2, the CTA should be called 'continue' and directly proceed to the 'review and finish setup' step.

Below is an example for how the campaign setup step may look for scenario 1.

Additional information should be provided to the merchant on campaign name, products included and budget. An example of how this might look is below.

If the merchant enters a budget below the recommended threshold for the country they advertise in, provide a notification with a minimum budget recommendation. A suggestion of how this might look is below.

After completing the campaign setup step and providing billing information (if necessary), the user proceeds to the "review and finish" step. The user is given the opportunity to review their campaign setup one last time before launching the campaign. The UI might look something like this in this step:

Display campaigns and create additional campaigns

Your UI should be able to display multiple campaigns, as merchants may have existing Performance Max campaigns or want to create more than one campaign, especially if you allow them to geo-target. An example of allowing a merchant to geo-target their campaigns is shown below. Always ensure that the geo-targeting is narrower than the country or countries where the merchant advertises.

Once you have the Google Ads account linked to the Merchant Center account, you can create the Performance Max for Retail campaign using these steps:

  1. Create budget operation
  2. Create campaign operation
  3. Create campaign criteria
  4. Create asset group with listing group filter
  5. Override conversion goals
  6. Send all operations together

Note that the following applies for managing Performance Max campaigns:

  • You need to be using at least version 9 of the Google Ads API

  • You must send all mutate operations in one single mutate request. Therefore, you first need to create all mutate operations and then send them all together in a single mutate request to the Google Ads API.

  • You use temporary IDs on all the operations you create because you send a single mutate request with all the operations, and those operations use those temporary IDs to let Google know that they all belong together.

Set name

If there is a chance that your merchants access the Google Ads platform directly, you may want to be more thoughtful about the campaign name so that it's clear that you, the partner, programmatically created the campaign. This would signal to the merchant that it's best to make edits to the campaign from within your platform and not the Google Ads platform. For example, even if you allow the merchant to customize the name, you may want to prepend or append "Created by platform X".

Step 1. Create the budget operation

The code sample can be found in Create a campaign budget, so here we only highlight the most important points:

  • A Performance Max campaign requires a budget, like all other campaigns, but with the following restrictions:

    • The budget must have a DAILY budget period.
    • The budget cannot be shared.
  • The delivery method for the budget is Standard. Standard delivery takes into account expected ad performance throughout the day and is better at maximizing performance within your average daily budget.

  • As mentioned earlier in this section, you need to use temporary IDs on all the operations you create. Hence, you see in the code sample that a _BUDGET_TEMPORARY_ID is set in the budget's resource name so it can be referenced by the campaign in later steps.

Step 2. Create the campaign and bidding strategy

You can refer to the code sample in Create the campaign and bidding strategy to learn how to create a standard Performance Max campaign. Here are some additional notes:

  • The code sample uses Maximize Conversion Value for the bidding strategy, which is what we recommend you use in the Foundation pillar. With Maximize Conversion Value, you have the option of specifying a target ROAS (Return on Advertising Spend). Even if you choose not to specify a target ROAS value, you have to set it, unless you are using Java. In Java, you have: setMaximizeConversionValue(MaximizeConversionValue.newBuilder().build())

  • For future versions, you can consider using Maximize Conversions as another bidding strategy option, with the ability to set a target CPA.

  • URL expansion is to allow the campaign to target the entire domain, not just the URLs specified in the advertiser's Merchant Center. We recommend that you use final URL expansion, so that the campaign is not limited in reach and ultimately performance. Note that this does mean that ads may be served to any page on the merchant's web site.

  • start_date and end_date are optional.

For a Performance Max for Retail campaign, you also have to create a ShoppingSetting with the following fields, and add it to the campaign. This specifies which Merchant Center account you want to use, along with which product feed you want to use in that account. As described in Create a Performance Max retail campaign, you need to set these ShoppingSetting fields:

  • merchant_id (required): the Merchant Center ID of the account that contains the products to advertise.

  • feed_label (may be required): if there is a chance that you have a merchant using an existing Merchant Center account with old product feeds, you should use feed_label to specify that you want the campaign to use the product feed that you created; this maps to DatafeedTarget in the Content API.

Here is a sample of what the operation for creating a Performance Max for Retail campaign and bidding strategy would look like. This assumes that there is only one product feed in the Merchant Center account (that is, the one you manage), so it does not set the feed_label.

Step 3. Create the campaign criteria

You can see the code sample in Create the campaign criteria, so here are the most important points:

  • As the code sample shows, you must first start all of the services you need before proceeding to configure the campaign criteria LOCATION and LANGUAGE.

  • When setting the LOCATION campaign criteria, you can add negative targets for locations you want to exclude by setting up the campaign_criterion.negative to True.

  • Make sure to use the same temporary ID from step 2 to tell Google for which campaign you are creating this criteria.

Step 4. Create the asset group with listing group filter

As described in Creating Performance Max Asset Groups, an asset group is a collection of assets centered on a theme or related to a target audience. The asset group is used to assemble all of your ads and build an inventory for all applicable ad formats for your advertising objective.

You can use Shopping listing groups to partition products into groups to include a set of products or to exclude them. It lets you filter the set of products that are eligible for display in the campaign.

You can see the code sample for creating multiple product listing groups in Performance Max listing groups, but for the Foundation pillar, it is recommended that you set up a single campaign that targets all of a merchant's products. Hence, a simpler code sample is included below. You must include a root AssetGroupListingGroupFilter node containing all products. Otherwise, the ads don't serve.

You can add headlines, descriptions, and even images to the asset group to improve campaign performance. However, since this is not a requirement for Performance Max for Retail, we don't recommend it for the Foundational pillar.

Step 5. Overwrite conversion goals

As stated in the Conversion Tracking section, if you allow merchants to use an existing Google Ads account, we strongly advise that you set conversion goals at the campaign level. This can be done by overriding the conversion goals at the customer or account level. When no campaign-level conversion goal is set, the campaign defaults to the customer-level conversion goal.

A code sample can be found in Update Campaign Conversion Goals. First, you must obtain the account's conversion goals. You can then iterate through the conversion goals and check if each goal is for driving online sales (that is, category PURCHASE, origin WEBSITE). If it is not, set biddability to False. If it is, set biddability to True. This ensures that the Performance Max campaign is optimized to increase online sales.

Step 6. Send all mutate operations together

Finally, you must send all mutate operations together. As shown in the code sample below, the order of operations is important, because they depend on each other. For example, performance_max_campaign_operation uses data from campaign_budget_operation, and campaign_criterion_operations use data from performance_max_campaign_operation.
