LandScan High Definition (HD) bietet geschätzte Bevölkerungszahlen in einem Raster mit einer Auflösung von 3 Bogensekunden (ca. 100 m). Die Werte für jede LandScan HD-Zelle stellen eine Schätzung der Bevölkerungszahl im Umfeld (d.h. Durchschnitt über 24 Stunden) dar. So werden nicht nur Wohnorte, sondern alle potenziellen Aktivitäten von Personen im Laufe des Tages und der Nacht erfasst. Das LandScan HD-Modell enthält aktuelle Daten zur Landnutzung und Infrastruktur aus verschiedenen Quellen, wendet Schätzungen zur Belegung von Einrichtungen aus dem PDT-Projekt (Population Density Tables) von ORNL an und nutzt neuartige Bildverarbeitungsalgorithmen, die bei ORNL entwickelt wurden, um Gebäudestrukturen und Stadtteile mithilfe von Hochleistungs-Computing-Umgebungen schnell zu kartieren.
Die Quelle für die subnationalen Bevölkerungszahlen, die bei der Entwicklung dieser Daten verwendet wurden, ist der State Statistics Service of Ukraine.
Diese subnationalen Schätzungen wurden an die Gesamtbevölkerung des Landes angepasst, die im CIA World Factbook angegeben ist.
