In den Global Administrative Unit Layers (GAUL) werden die besten verfügbaren Informationen zu Verwaltungseinheiten für alle Länder der Welt zusammengestellt und verbreitet. Dies trägt zur Standardisierung des räumlichen Datensatzes bei, der Verwaltungseinheiten darstellt. Das GAUL enthält immer globale Ebenen mit einem einheitlichen Codierungssystem auf Länder-, erster (z.B. Abteilungen) und zweiter Verwaltungsebene (z.B. Bezirke). Soweit Daten verfügbar sind, werden Ebenen für jedes Land bis zur dritten, vierten und niedrigeren Ebenen bereitgestellt. Die Gesamtmethodik besteht aus folgenden Schritten: a) Erhebung der bestmöglichen Daten aus den zuverlässigsten Quellen, b) Festlegung von Validierungszeiträumen für die geografischen Merkmale (sofern möglich), c) Hinzufügen ausgewählter Daten zur globalen Ebene auf Grundlage der letzten Karte mit Ländergrenzen, die von der UN Cartographic Unit (UNCS) bereitgestellt wurde, d) Generierung von Codes mit dem GAUL-Codierungssystem und e) Verteilung der Daten an die Nutzer (siehe Technische Aspekte des GAUL-Verteilungssatzes).
Einige Verwaltungseinheiten sind Multipolygon-Features.
