緯度と経度の線がエッジとなる長方形を構築します。
結果は平面 WGS84 の長方形です。
（東 - 西）が 360 以上の場合は、経度範囲が -180 ～+180 に正規化されます。それ以外の場合は、円上の点を指定するものとして扱われます（たとえば、東が西よりも数値的に小さい場合があります）。
